What is an ENERGY STAR Home?

ENERGY STAR is a nationally recognized symbol for energy efficiency, backed by the U.S. Environmental Protection Agency (EPA). The ENERGY STAR label means that your new home has been designed, built and inspected to standards well above most other homes on the market today. These homes perform better due to a variety of energy-efficient features, such as effective insulation, high-performance windows, tight construction and ducts and more efficient heating and cooling equipment.

What types of homes are eligible under the SRP ENERGY STAR Homes Program?

Single-family homes that fall under the EPA guidelines are currently eligible to participate in the SRP ENERGY STAR Homes Program (excludes modular homes).

What are the benefits of being an SRP ENERGY STAR Homes builder?

The SRP ENERGY STAR Homes Program seeks to increase demand for energy-efficient new homes. The program builds awareness among Arizona consumers about energy efficiency and the quality, comfort and energy savings associated with energy-efficient construction. SRP also provides financial incentives, technical training and marketing/sales support to builders.

How do I become a participating builder in the program?

Builders should review requirements on the SRP website savewithsrpbiz.com/rebates/energystar.aspx, then sign an annual Application on the Program portal to participate in the program. After the Application is signed, builder may enroll communities and have their rating company submit eligible homes for incentives.

When should my submission be entered into the portal?

All submissions must be entered within 30 days of the home’s building start date.

When should the testing certification be submitted into the portal for each home?

The final certification must be submitted to SRP within 90 days of completion.

When can I expect to receive my SRP ENERGY STAR Homes Program incentive payment?

You will receive a check six to eight weeks after the final certification has been submitted into the portal.

How are the SRP ENERGY STAR Homes program requirements different from FY20 to FY21?

The incentive is no longer paid based on the HERS Index, it is paid based on the estimated annual kWh savings for each plan.

Will installing a charging station affect my electricity bill?

Impact on the electric bill will depend on how often and when the charging station is used. The site host can structure EV charger user fees to cover costs.

This will be our first EV charging station. Any tips on how to implement building-wide charging policies?

How can I verify if I am an SRP customer?

Email the program at srpetechrebates.com. We can provide a service area map and verify customer eligibility by address. A map and a list of zip codes SRP serves is available for you.

Will you come to my site to discuss or walk the project?

Yes, we are available for fleet assessments, consultation or program support. Please email srpetechrebates@icf.com or call us at (602) 236-3065 and provide two dates and times in the next 10 business days that work for you. We will then send you a calendar request to confirm the appointment.

What is the SRP Multifamily Solutions?

The SRP Multifamily Solutions offers a free on-site assessment that evaluates common and tenant spaces for energy savings opportunities related to lighting, HVAC systems, and building envelope measures. The program also offers incentives for replacing and/or repairing qualified inefficient measures covering up to 75% of the installation cost and reducing the estimated simple payment of the project.

Am I eligible to participate in the program?

In order to qualify for the program, you must meet the following qualifications:

Occupy or own a home in an eligible SRP electric service area.
Individually tenant metered and mater metered facilities can qualify. 
Qualifying facilities must be multi-tenant complexes with a common leasing agent where all units are leased (condos are not eligible). Each building will have 5 or more units and be 3 stories or less in height.

Does the Multifamily Solutions program support Income Qualified facilities?

Yes. SRP offers enhanced rebates and measures for income qualified facilities.

What types of measures are offered under the Multifamily Program?

Rebates are offered for eligible installations in common and tenant spaces of: 

High-efficiency lighting
HVAC system tune-up, repair, or replacement
Low-flow shower heads and aerators
ENERGY STAR certified thermostats

How does the program work?

Complete an application and submit to SRP's Program Administrator to verify eligibility. You will be notified in about 7 business days of receipt of the completed application regarding your eligibility status.
Once you are approved to participate, a Trade Ally will contact you to schedule an appointment for a no-cost site energy assessment.
You can expect a call within 3 business days to schedule a no-cost assessment of your facility.
During the assessment, the Alliance participant will identify opportunities for installation of program measures that result in energy savings, up to and including:
Building envelope improvements for attic insulation and shade screens
Identifying and reviewing potential HVAC system improvements that fit your needs, address maintenance needs or result in energy demand and cost savings, and are eligible for rebates
Interior in-unit as well a common area and exterior lighting opportunities
In-unit water saving opportunities 
Pool pump VFDs
Electric Vehicle charging stations

After the assessment, the Trade Ally will review the energy assessment findings and recommended improvements with you as well as leave a copy of the report in addition to program marketing materials.
Depending on the suggested upgrades and the measures you select to have installed, they will offer pricings on qualifying measures consistent with the rebate amounts.
Once you select the qualifying measures, the Trade Ally will complete the installations.
Eligible rebates will be instantly discounted from the project cost and you will be responsible for the remaining balance.

I installed (measure) in my facility before May 1, 2020, can I get a rebate?

Purchases and installations completed before May 1, 2020 are not eligible for the rebate. In addition, a no-cost assessment must be completed by an SRP Ally prior to purchase and installation.

What are the measure requirements under this program?

The Trade Ally may install the following measures at no cost within in-units and common areas:

Screw-in LED Lighting

Description

LED light bulbs (screw base)

Applicability

Light fixtures must be permanent.
Existing incandescent lamps must be operational – nonfunctioning lamps are not to be replaced.
Existing lamps must be at least 40W incandescent to qualify.

Bulb Eligibility

LED lights must meet the following requirements:

Rating: Must be at least 40W incandescent rated to qualify.
Certification: ENERGY STAR or Design Lights Consortium.
Rated Life: 25,000 hours

 

Faucet Aerators

Description

High efficiency faucet aerator

Applicability

Must replace existing standard kitchen faucet aerator with a flow rate of 2.0 GPM or greater or bathroom faucet aerator with a flow rate of 1.5 GPM or greater in apartments

Faucet Aerator Eligibility

Faucet aerator with flow of 1.5 GPM or less for Kitchen Aerators and 1.2 GPM or less for Bathroom Aerators.

 

Shower Heads

Description

Energy and water saving showerhead

Applicability

Must replace standard showerhead with flow of 2.5 gallons per minute (GPM) or greater in apartments.

Faucet Aerator Eligibility

          Showerhead with flow of 2.0 GPM or less at 80 PSI
          Must be EPA WaterSense certified

 

The following measures are eligible for instant rebates based upon the Trade Ally's recommendations.

Attic Insulation

Description

Attic insulation addition

Applicability

Apartment complexes with existing electric space cooling. Insulation must be installed between a conditioned and an unconditioned space.

Attic Insulation Eligibility

Insulation type may be fiberglass or cellulose
Existing air-conditioned spaces must be insulated with an R-Value value of R-20 or less.
Must install a minimum R-Value of R-38 of continuous insulation in order to qualify for a rebate. 
Plumbing chases and other gaps in the attic flooring must be blocked to prevent insulation from falling into the building.
Attic insulation must be installed by an approved Alliance Participant in qualifying apartments.

 

Shade Screen

Description

Solar shade screen addition

Applicability

Apartment complexes with electric space cooling.  Windows must be east, west or south facing with no previous shading (such as from trees or overhangs). Existing window screens that are worn or damaged are not eligible for incentives. 

Shade Screen Eligibility
Must have a maximum Solar Heat Gain coefficient (SHGC) of 0.25, evaluated at ¼” clear single glazing

 

Smart Thermostat

Description

This measure involves the installation of Wi-Fi enabled programmable thermostats in place of non-programmed thermostats. 

Applicability

Apartment and common area units with existing central air conditioning systems.

Smart Thermostat Eligibility

Replacement thermostat must be Honeywell, Nest or Ecobee Wi-Fi Enabled programmable thermostat. (Please contact Program Administrator for current list of approved Thermostats)
Replacement of existing Smart Thermostats is not eligible.
Must utilize unoccupied periods and temperature setbacks.
Only 1 thermostat per supply fan unit.

 

Electronically Commutated Motor

Description

This measure involves the installation of a fan motor that is a high efficiency electronically commutated motor (ECM).

Applicability

Apartment and common area units with existing central air conditioning systems.

High Efficiency Central Fan Motor Eligibility

Must replace an existing operational or non-operational fan motor of the same size or smaller size, up to 1 HP in size.
New units receiving rebates under the HVAC system replacement measure are not eligible for this rebate.

 

Cooling Control

Description

This measure involves the installation of a device that adjusts the indoor fan run time after the compressor has cycled off to improve the cooling performance of air conditioners.

Applicability

Apartment and common area units with existing central air conditioning systems.

Cooling Control Eligibility

Must install a new, approved cooling control device.
Must utilize evaporator fan to use cooling from the evaporator coil after the compressor has shut off.
Units with a Nest thermostat are ineligible for a rebate.
Units that have evaporator fans that cycle with compressor operation are eligible, but units with fans that operate to provide ventilation are ineligible for rebate.

 

VFDs for Pool Pumps

Description

This measure involves the installation of a variable speed pool pump to improve the pool pump performance.

Applicability

Apartment swimming pools with an existing constant or variable speed pool pumps that have been non-operational for more than 2 years.

Cooling Control Eligibility

Rebates are not available where variable speed pool pump settings do not meet local commercial code requirements.
Variable loading must be utilized at least 8 hours per day at lower speeds.
The maximum pump size is 25 HP.

 

Unitary HVAC System Upgrades

Description

This measure involves the installation of new high efficiency central air conditioning systems. Window, room, and air rotation systems are not eligible for the rebate.

Applicability

Apartment and common area units with existing central air conditioning systems.

HVAC Systems Eligibility

Window, Room, Multi-Split, and Air-Rotation Air-Cooled Unitary Air Conditioners (AC) and Heat Pumps (HP) are not eligible.
Water-Cooled Air Conditioners (AC) and Heat Pumps (HP) must be water- or evaporative-cooled.
All units must meet or exceed the AHRI Standard Rating Condition efficiency values as noted in the table below for units 65,000 Btu/hr. and less and use a minimum ozone-depleting refrigerant. Larger units have different efficiency requirements. Rebates will be paid on a tiered structure and will be based on the highest efficiency tier for which the unit qualifies.

 

Multi-Split Variable Refrigerant Flow Systems

Description

This measure involves the installation of new high efficiency, multi-zone systems.

Applicability

Apartment and common area units with existing central air conditioning systems.

HVAC Systems Eligibility

Variable refrigerant air conditioner and heat pump systems must be rated at ANSI/AHRI 1230-2010 standard performance conditions. Units not rated under ANSI/AHRI 1230 are not eligible for this program.
All units must meet or exceed the AHRI Standard Rating Condition efficiency values as noted in the table below and use a minimum ozone-depleting refrigerant.

  

LED T8/T12 Lamp Replacement

Description

This measure involves the installation of LED replacement lamps for T8 or T12 lamps for interior spaces.

Applicability

Light fixtures must be permanent.
Existing T8/T12 lamps must be operational – nonfunctioning lamps are not to be replaced.

T8/12 Replacement Eligibility

Equipment must be new and installed in a manner that meets or exceeds code regulations.
Only LED fixtures and lamps are eligible for rebate.
LED fixtures and lamps must be UL-rated, and on one of the following qualified product listings at time of application approval: ENERGY STAR, or Design Lights Consortium (DLC). 

Eligibility of Linear LED Tubes:

UL Type A – Linear LED tubes (AKA “Plug & Play” tubes) that operate off of existing lamp holders and ballasts – Lamps of this type are eligible for rebate.

UL Type B – Internal Driver/Line Voltage Lamp-Style Retrofit Kits (Linear LED tubes with an internal driver that operate off of existing lamp holders but require existing ballasts be bypassed to deliver a line voltage directly to the LED tube) – Lamps of this type are only eligible for rebate if they are “Duel Ended” style lamps, DLC approved, and if DLC product approval screenshot and a properly marked cut sheet are provided.

UL Type C – External Driver Lamp-Style Retrofit Kits (Linear LED tubes that operate off of existing lamp holders but require existing ballasts be replaced with an external LED driver which receives line voltage and then delivers low voltage to the existing lamp holders and tube) – Lamps of this type are eligible for rebate. 

Retrofits involving de-lamping within a fixture are eligible, provided that the tombstones are removed from the de-lamped spaces AND that the fixture is upgraded to new qualifying lamps.

Rebates are intended for one-to-one retrofits of fixtures. Any decommissioned or permanently removed lamps resulting in a reduction in the overall fixture count within a space will be discounted from the demand reduction calculations to determine the rebate.

 

Exterior LED Lighting

Description

This measure involves the installation LED exterior lighting for parking, canopy, wall-mount, and sidewalk lighting.

Applicability

Light fixtures must be permanent.
Existing lamps must be operational – nonfunctioning lamps are not to be replaced.

Exterior LED Lighting Eligibility

Equipment must be new and installed in a manner that meets or exceeds code regulations.
Only LED fixtures are eligible for rebate.
LED fixtures must be UL-rated, and on one of the following qualified product listings at time of application approval: ENERGY STAR, or the Design Lights Consortium (DLC).
Rebates are intended for one-to-one retrofits of fixtures. Any decommissioned or permanently removed fixtures resulting in a reduction in the overall fixture count within a space will be discounted from the demand reduction calculations to determine the rebate.

 

Electric Vehicle Charger

Description

This measure involves the installation Electric Vehicle (EV) charging stations.

Applicability

Apartments with available parking spaces.

Exterior LED Lighting Eligibility

All EV Charging Stations must be new and at least “Level 2.”
Rebates are limited to 12 charging stations per site.

 

Other HVAC equipment that was not listed above may be eligible for a rebate reimbursement from SRP equal to the current applicable rebate levels paid under the SRP Business Solutions Standard Program (See www.savewithsrpbiz.com for information on rebates available via the Standard Business program). Such HVAC equipment must meet the SRP Business Solutions Standard Program measure eligibility requirements and be installed by a Multifamily Solutions Program-approved Alliance Participant to be considered for rebate payment.

Total rebate payments on a project may not exceed 100% of the total project cost. In no instance will the rebate amount issued exceed the reserved rebate amount by more than 120%.

Measures installed by approved Alliance Participants under the SRP Business Solutions Multifamily Solutions Program are not eligible for rebates from SRP under any other available energy efficiency or rebate program.

 

Will I need a permit to install my charger? If so, how long will that take?

Contact your local planning and permitting office to discuss.

Does my charging station have to be dual port?

No, but you should strongly consider a dual-port installation. EV demand is rising, along with the need for more charging ports. Dual port charging stations maximize the value of the rebate by being more cost-effective per port than single-port charging stations. Additionally, workplaces have been responding to the increasing demand for EVs and recognizing the need for one charging station to every two EVs. As EV popularity continues to grow, we encourage customers to pre-wire and install a flexible dual-port station to meet future demand. According to the U.S. Department of Energy, Arizona ranks #7 in the nation for EV car sales based on 2018 vehicle sales.

Why is the rebate only for Level 2 chargers? Why not Level 1 or DC Fast Charge?

With numerous factors considered, it has been determined that Level 2 charging stations are the best value for your investment. They provide faster charging speeds than a Level 1 station while offering greater durability and meaningful features such as network connectivity that provides real-time data on the status of the charging unit, the convenience of making onsite payments, and the ability to reserve time slots to utilize the charger. Level 2 charging stations also maximize daytime charging during low-load utility hours. Level 3 stations are typically commercial-grade and not commonly used for workplace or multi-unit dwelling EV charging.

Are there any tax credits available in addition to your rebate?

Yes, as of this writing, a federal tax credit is available for qualified charging station projects through December 31, 2020. For more information visit: https://afdc.energy.gov/laws/10513.

I have a single-port station now. If I upgrade to a dual port, can I get a rebate?

Yes, if you meet the site requirements and the current unit is a Level 2 charging station, you are eligible to receive a $1,500 rebate per upgraded charging station.

Are we required to use a specific installer or designer?

No, we don’t require you to use a specific installer. You can choose any qualified installer or perform the work yourself, if licensed to do so. The program does require specific charger specifications, but leaves the other details open for what works best for you. You will maintain control of the project and pick and select the equipment and vendors as you do with any other property improvement. You will be asked to certify you are installing the equipment in accordance with governmental laws and regulations. Given this open format, SRP will not be responsible for the equipment, installation or maintenance.

Do you offer financing or leasing options?

No, SRP is prohibited by our charter to engage in offering financial instruments. Check with your charging equipment provider or installer as they may provide a loan or lease options. Also, if you charge users to use the ports, you will likely receive a return on your investment in addition to the SRP rebate.

Is there a limit to how many ports I can install?

Rebates will be limited to 50 charging ports per customer per program year.

What if I complete my project on April 30th, the last day of the program year, but don’t submit the rebate application that day. Am I still eligible?

Yes, we allow three (3) months after the annual program end date to turn in applications for the previous fiscal year. So, the last day to apply for projects for the fiscal year May 1st to April 30th is July 31st of that year.

When does the program year start and end?

The EV charging station rebate program calendar runs from May 1 to April 30 each year. The program could close earlier if the rebate funding is exhausted. Because funds are limited, applications are accepted on a first-come, first-served basis and processed in the order they are received.

Why is SRP offering this rebate?

SRP seeks to encourage the adoption and installation of EV charging stations to improve environmental conditions in the Valley and assist individuals concerned with range anxiety to be able to charge while working, shopping or at multi-unit dwellings.

What’s the process for applying for the rebate?

1. Purchase and Install – Work with your contractor to consider installation locations and determine electrical needs. Check our website for a suggested list of qualified smart chargers and hardware and software requirements at savewithsrpbiz.com/ev before purchase. Installation must be performed by a licensed professional that complies with applicable laws.

2. Apply for Rebate – Submit an application for installations completed during the program year of May 1, 2020 to April 30, 2021 no later than July 31, 2021. You may apply online or submit a PDF application by email.

3. Receive Rebate – Application is reviewed for completeness. If accepted, you will receive a check by mail in 4-6 weeks.

What types of facilities are eligible for this EV charger rebate program?

All active non-residential customers of SRP are eligible to participate in the program. The program specifically encourages charger installations at workplace, multi-family properties and commercial fleets. The parking spots themselves must be accessible to employees, renters or tenants to charge EVs that are approved for highway use by the U.S. Department of Transportation. What is not eligible are installations of Level 1 or DC Fast Chargers. DC Fast Chargers are generally powered at 480 volts. Level 2 chargers are typically 240 volts and Level 1 chargers are powered at 120 volts.

New Construction

Do eligible projects include new construction projects?

Yes, and it is likely cheaper to install the charger’s infrastructure during new construction.

What are the specific requirements of the program besides Level 2, Network Capable Chargers?

Hardware Requirements:

Commercial-grade Level 2 EV charging stations 
An output current of at least 20 amps per port minimum at 208/240 volts
A charge connector compliant with SAE J1772
EVSE is UL listed
Must comply with local building codes
Software and Network Requirements:

Charging stations equipped with software to control, operate, communicate, diagnose and capture data
Network services, provided by the supplier, that are capable of tracking usage, collecting data, billing customers and managing electrical loads
Software certified to receive an OpenADR 2.0b signal

Am I required to purchase an approved EV charger from a list you post or provide?

No, as a service to assist you in researching various equipment, we maintain a list of eligible equipment at www.savewithsrpbiz.com/ev. However, new models can come and go and there may be a slight delay in updating the program website with each manufacturer’s offerings. So, if the charger meets the hardware and software requirements listed above, it is eligible. If you have questions or want your product considered, feel free to contact us to discuss.

Why does my charging station have to be “networked”?

Networking your charging station provides you with tools to support the upkeep of your station, including real-time monitoring and troubleshooting, customizable payment options, regular software updates and real-time data tracking. Networking also makes it easy for drivers to find available stations, usually via a mobile app or website. To anticipate future needs by installing networked equipment now, rather than paying to retrofit later.

I don’t need a networked charger, am I still eligible?

For a short time, we will allow a non-networked EV charger to be eligible for a reduced rebate of $500 per port. We can cancel this allowance at any time, so please check with us to confirm non-networked chargers still qualify.

What are the financial considerations associated with installing an EV Charger?

Generally, costs associated with installing charging equipment includes the following:

Make-ready costs (infrastructure up to the parking space) – the costs vary depending on the length of the trench, if curb cuts are involved, and any associated electrical upgrade requirements. Also include parking lot stripping and signage.
Charger Costs – Expect to pay about $1,000 to $4,000 per port, before rebates.
Incentive - $1,500 from SRP Electric Vehicle Charger program.
Other federal credits may be available at https://afdc.energy.gov/laws/10513.
Annual Maintenance and Network Fees – Expect to pay $200 to $800 per port.
Annual Electricity Costs – Typically this will cost $500 to $2500 per port.

What is the rebate level for installing an electric vehicle (EV) charging station at my business?

SRP business customers can receive rebates of $1,500 per port for Level 2 EV charging stations that are network-capable (“smart”). The funding is intended to help offset the purchase and installation costs of qualified charging stations for use by employees, fleets, tenants, guests and residents.
